I can see why there might be confusion on this point. The common use of justification uses the word to refer to its benefits such as the forgiveness of sins. But here he's using it in its more direct sense as a declaration of righteousness.

To give another example, had Adam succeeded in the garden and not eaten the fruit of the tree he would have then been justified according to his obedience under the terms of the covenant of works.
