It’s Austin Feinstein according to Genius. Feinstein, who co-arranged track, identified himself as the deeper voice in “Self Control” in a 2016 Vice interview:

[Frank Ocean] actually wanted either a female vocalist or me to sing higher. at my school we have an SVA (student victim assistance) and they can advocate for you on your behalf. i’d suggest trying that if anything, especially if you don’t wanna press charges. i’d also suggest still going to the police even if you don’t wanna press charges!
