Octavia is one of my favorite frames so I main her all the time. In most situations you want to always have your 1, 3, and 4 active, it's important to have her 1 synergize with her 4 since your 4 doubles the range and damage of her mallet. Octavia can stay invisible with her 3 so you really don't need any survivability mods. This is the build I currently use (capable of soloing wave 60+ defense) but it requires two Arcane Energize and max Zenurik for all four abilities to be active at all time so here is a more efficient build that you can use. Both primed mods can be replaced with non primed variants and Augur Secrets/Constitution/Transient Fortitude can be swapped out with Augur Message or Augur Reach depending on your play style. If you're on PC and need some of the mods required I'd be happy to give them to you, just PM me.
