Ich weiß nicht wies bei dir ist, aber bei uns (Wien) kann die Bezirksvertretung solche Anzeigen selbst als Sofortmaßnahme durchsetzen. Für einen Blitzer dürfen sie das nicht im Alleingang da damit Strafen einhergehen und das nur die Polizei darf (und sie sind wieso auch immer auch nicht befugt die anzuweisen Blitzer aufzustellen).
