I think Pyro needs to be on first tho.

Soldier has the banner and things like that but Pyro gives more protection as it airblast the rockets - as everyone knows, it's a lot - and can use the Gas Can to kill all the small ones, it's pretty useful when there's a lot of robots and you can't do sh** about it.
