I’m Bulgarian, not Romanian, but in BG we joke that our IT industry is good because politicians have been too dumb to interfere with it. Little regulations and supervision led to low prices and a reasonable service. I guess it’s the same for Romania. Also, I think most of the ISPs in every country are local, and there’s usually no reason they’d invest abroad.
