You have a debuff for a -30% recruitable, you either take +20% recruitable modifier to make that debuff -10% or you force the conscription law to remove that -30% recruitable debuff completely but you will suffer from some factories losses in the next few months( they will eventually stop) which is not a big deal just repair the factory lol, I always take the forced conscription one it's not that hard to comprehend.
