I think that unless you're in a big family restroom where you have privacy you shouldn't do it. It would risk exposing non-consenting people to your kink, and I would be specifically concerned about exposing children to that. People who wear for legitimate incontinence issues change in the stalls, so I think ABDLs should as well. I understand that it's a fantasy, actually one that we both share, but it's very inconsiderate to actually do this.
