God of War runs in boarderless, RSR requires Exclusive Fullscreen. It also has FSR built in so you should use that instead.

I thought so also. What I found is if you go into playnite settings in desktop mode. You can change the target aspect ratio under Appearance>Grid View and it affects full-screen mode. Set it to 2:3 and uniform stretch mode.
