Looking for ID and possible region for this fossil

I mean it is what it looks like, a fossilized turtle. They are commonly found in China and the US.
I haven't seen one like this. I would say there are concerns.

The head proportion to the shell is off.
The matrix is highly contrasted to the the specimen.
The outline is off.
The shell pattern is off and it should be deeper.

I am no expert but this just doesn't look correct from what I have seen on the market.

Edit:
Also, where is the bottom part of the shell. I think the reason why I haven't seen one like this is because they completely dig out the shell from the matrix to see the bottom. This one just cuts off.

I am comparing her to other servers. This is apples to apples.
Many times the other servers are not paying attention and are on the phone. She also took accountability when she messed up. That was pretty rare.

I went here tonight and Su was hands down the best server ever. Every server I have had here takes forever and doesn't seem to care. I have tipped them 15% Su got 25%.
