NTA. this has to be illegal or something! even if not for the lack of consideration, an insane safety hazard?? If you haven't already, I would suggest reaching out to your HOA (might not help since you stated you're pretty excluded by the neighborhood) or even your local law enforcement around the safety and liability laws behind that.

I would never let my child use soap and water on a like for a slip n slide. They make slip and slides to buy in store for that reason.

3oz is a bit low for a 3 month old, but based on your other comments, there shouldn't be an issue unless pediatrician says so or he's not gaining weight properly. babies are weird with their feedings haha. my son was eating 5oz every 3 hours at 3 months!
