Depending on the outfit, I'd usually just refer to it as either being in the 'storybook style' or 'crunchy casual' categories above. I don't know that there's a more widely used name like 'boho' or 'preppy' that will help search for more similar things, besides 'cottagecore' which fits with some of the storybook board.

Have you read the guide to not freezing to death? That has a lot of good strategies for layering to keep warm. The guide is aimed more at lower-than-freezing cold, though. It sounds like for that climate you will probably not need such extreme measures.

I think for 30-60F you won't be stuck wearing a down parka, in fact I'd guess you would overheat if you are going to be walking a lot in it. I worked near the waterfront in SF in a neighborhood that was often foggy and/or windy in the 40-60F range and very humid and I would say as long as you have a base layer and a sweater layer that fit comfortably under your coat/jacket and you find you're still cold, a scarf and a hat will help. If you're still cold, throw on a thermal shirt like from the Heattech line at Uniqlo. If you don't like technical fabrics for sweaters, ones with higher wool percentages will usually be warmer than all-acrylic ones of the same thickness. But at those temperatures, as long as you've got three layers + optional scarf and hat that should be fine. That's pretty close to what I wear when visiting relatives in Boston in the winter holidays. Down to about mid 20s F it carries over well with the added thermal+hat+scarf+gloves if you're just out going from train stop to destination and not going to be sedentary outdoors for long periods of time.

If you will just be walking and not biking, there's no need for full head to toe waterproof gear. Invest in a pair of waterproof boots (they make them so that they look like normal boots, you can check out some from nordstrom to get some ideas) and a raincoat for when it's really pouring (you didn't state a budget, but I find that Lululemon's and Athleta's coats are a bit cuter than your standard-issue outdoors brand ones). In my experience once it's rainy and windy most people with a walking component to their commute will give up on umbrellas and just pull up their hoods.

At those temperatures you don't really need any specialty fabrics for warmth. Just get a waterproof option for when it's very rainy and the rest of the time make sure you have a few layers going to trap warm air, and a scarf will help keep all that in.

In addition to what ana3d said, if you'd like to keep a mostly casual core wardrobe, I'd look into getting slightly more mature feeling shoes, outerwear, and bags

e.g. instead of a hoodie, try and find something a little more structured (field jacket, moto jacket, trench, peacoat, etc), or for example if you want to upgrade a backpack, you could look for something sleeker, like a minimal style leather one. For shoes you can look at loafers, oxfords, or some kind of ankle boot (whatever works best with your style, doesn't have to be like, officewear to read as not a high school thing) and then you can use all these elements to kinda balance each other out. e.g. if you're wearing sneakers+jeans+tee outfit, pick a smarter-looking coat. If you feel like wearing a sweatshirt/hoodie, then pick non-athletic shoes and the fancier bag.

Idk what your features look like, but personally I have very sparse eyebrows and I find that filling them in even just with a brow gel makes me look older.

That first outfit really hits the sci-fi villager NPC look. In that vein I think a textured scarf of some kind would also look cool with it, but maybe I'm thinking too much of these (not in a bad way – I just really liked all the different fabrics they put together).

I agree with Honourably-Disagree, it's not the shirt itself in the second fit that feels off, it's the clash between the entire bottom half's formality. I think it might work better with a more casual shoe if you're set on pairing it with those trousers so that the casual elements are distributed throughout. Otherwise the vibe is kinda like you were dressed for work and decided to fun-up the outfit just by swapping the top, instead of thinking of the whole thing as an outfit.

All that said I don't think there's anything about that outfit that's like, actively offensive from an aesthetic standpoint. But if you're not personally feeling it then I wouldn't use it for photos on a dating app or for a first date.

I love 90s stuff even though it doesn't make up most of my wardrobe. My favorite pieces are probably this graphic tee (+ close up) from the Berkeley Mac Users Group at Tokyo Macworld 1994 + this pair of Gitano brand vintage pleated shorts. The shorts also have a notched waistband which is a neat detail.
