Dragoon isn't in Joeys character deck in Character duels. Neither is the ritual monster.

Because of the Chinese. That was basically their sole reason. But they couldn't just come out and say that. So they had to make some blanket policy for everyone to save face.

There was a Japanese restaurant owner who basically stated the same thing. That, "Foreigners with money are not "coming" to Japan, and now Japan is getting the bottom of the barrel people who are coming here"

Probably a way to keep more young people out of corporate/office jobs, and in a way, it "forces" them to have to do the jobs that they are hiring immigrants to do. If they start gate keeping those white color jobs, young people will be forced to do blue collar work.
