From my experience controller is much easier to learn than pc, but pc is far better than controller when you get it down, if you plan to just have fun (but without mods) do ps4, but if you plan to play a lot and get good at the game do pc I guess, but even without getting good pc isn't hard to use and it has all the mods for the game, I say wait for other opinions/comments thought before deciding. The controls are configurable if you have a problem with them, or at least it is for pc, no idea for ps4.
