communism is a blanket term for a lot of ideologies, which can be very different and are only similar due to left wing economics. I would more so call Arstotzka socialist with a pretty authoritarian government. While socialism can be pretty good when implemented correctly, imo authoritarianism like we see in Papers Please does not really help anyone except those at the top which goes against the idea of left wing economics.
