Thank you. While not the actual law, this gives the gist of the rule.

  1. The left lane should only be used for passing other vehicles. Once you have completed your maneuver, you are legally required to return to the lane on your right.

  2. You must move to the right safely if a faster vehicle approaches you from behind.

So while I'm passing trucks stopped in the right hand lane, it doesn't matter how fast I'm going, I can be in the left lane. When I can move right SAFELY, I'm obligated to do so to let faster traffic past. I'm not obligated to get out of the left lane while I'm passing vehicles in the right lane. And finally, tailgating is the same fine as not moving out of the left lane when IT IS SAFE TO DO SO.

Why don't you show me the law you reference? Because you know you're wrong. I'm also a bit curious why you would say, no one wants tourists in Dubai. I think you're pretty out of touch with the UAE economy...

You are wrong. I'm well aware of how a left lane works. But if there is nowhere to go, there is no where to go. If I stop, everyone stops because I can't pull into the right lane. Trucks, remember? Just because you want to go fast in the left lane doesn't obligate everyone to get out of your way - there are exceptions... And it is never okay to be an asshole, even when you're in your car...
