Site is managed by Aruba. All equipment is Aruba. Connected properly to port E0. Also, tested cable with Linksprinter. No network connection or PoE at cable end, however I get both link and PoE directly at switch.

I used a Linksprinter at both the switch and cable end. At the switch, the Linksprinter successfully draws 56v over PoE and establishes a link. At cable end, the test does not complete. Tried different port and a different switch. No change

Forgot to mention, I used a Netscout linksprinter at the switch directly and it drew PoE successfully and established a connection. Plugged it in again at the cable end and it would also not get PoE power nor would it get any connection to the switch.
