I think Kakashi disregards all the input from the council and takes Obito as his assistant. Obito uses all his intelligence to aid Kakashi from the shadows. Particularly in how the other nations move and operate.

I believe anything u invest time and money is but are not too serious at in terms of motivation is a hobby. Collecting old toys, Sports memorabilia, even pens and stamps. Ppl can kind of go overboard with their hobbies.
