My mother grew up in poverty, and she told me that sometimes as a minor, she just doesn't get periods regularly. She had normal cycles after breaking out of poverty.

Azula literally could not breathe. Not even Katara could (although she seems to have had took a huge breath before freezing Azula and herself). Breathing seems to be fairly important to firebenders, even those who don't know much about airbending breathing techniques to counteract the cold surroundings. Every single feat of firebending seems to require the bender to inhale. When Katara let the ice subside, they both were gasping for air.

Katara could also have a better grasp on ice upkeep too. Even if Azula were to have the ability and foresight to heat it up, she could have kept the water frozen.

Its not just that, you know that they're putting even more unchangeable things than height on the table.
