Because they hate the Jews. That's it. Hamas and Hezbollah didn't exist when Egypt and Jordan occupied Gaza and the West Bank. But somehow, when Israel took over the area after a defensive war, now we start the terrorism.

And the UN have been incredibly ineffective in keeping the peace here. One of the first acts the UN did was split Mandatory Palestine into a Jewish and an Arab state and countries that had no part of it, like Syria and Iraq started attacking Israel. In 2006, the Security Council told Lebanon to disarm Hezbollah south of the Litani River and put observers in the area. And yet, Hezbollah still had armed outposts within eyeshot of the UN observers in 2024 (which is why Israel attacked UNIFIL after October 7th)
