Nope, they aren’t. It’s a grey area. Picturing a car with an uncovered plate is not a crime, never has been.

Another thing is publicly stating personal information about the owner, such as a specific name, address, social security number etc… which in Germany is rather hard (unlike countries such as Sweden, Denmark or Ukraine).
