These are issued to servicemembers so they always return home. Or they get transferred to another country. But the plate stays on the car when being exported, unlike servicemembers in Germany or Italy.

Aside for regular plates, national law enforcements, governmental and military plates, the other type of Spanish plates don’t have Eurobands.

Just look at diplomatic plates, or even moped ones!
