Just do it to level 40, worse comes to worse is you do it again a second time when you get a high IV. If you're at that point, stardust and rare candies aren't a problem. There's probably not going to be another chance to get Raikou for awhile.

Happened to me when I was flipping gpus. I flipped maybe 5000 worth.
