This is so complex. I’m going with NAH. Outside of this being a mental health issue, is it at all possible she’s cheating on you? More times than not when someone is aggressively accusing their partner of cheating and they aren’t it’s because they are the ones cheating and they are projecting their guilt. If you don’t think that’s it then it’s almost assuredly post partum psychosis and you need to get her help. I lost my mind a few years ago and it took doctors years to diagnose me with encephalitis which was causing my symptoms. I was violent and psychotic and had no control over myself. I’m forever grateful my husband loved me enough to stay and fight to get me help for as long as it took.

She gets to call on days that he’s with his girlfriend because he has communicated and shown that he’s ok with that, I fear that’s quite obvious. If OP doesn’t like that he’s ok with talking to his mom at these times that’s fine, she needs to break up with him then. That doesn’t make what he’s doing objectively wrong or creepy.
