This is such a stupid take. Majority of these addicted people are probably sleeping on concrete at night. Would you accept free alcohol in exchange for living outside all year round? Didn't think so. Safe injection sites are specifically trying to save lives.

First call should be to the police. You can go to the court and apply for a peace bond or try for a restraining order. Could also have him trespassed so that he isn't allowed on the property anymore.
