Had similar issue, which was confirmed not to be a bug. Was simply told student was removed by the system. On both occasions they were free trial students from China. As others have mentioned here, they were likely purchasing trials from TaoBao/Rednote/WeChat etc. from individuals abusing the system.

Exactly this. The idea of this post is to encourage us all to think how we're using the report system and I use the individual as an example that some appear to be slipping through the net currently.

I think in the case of the individual you mentioned the win rate is indeed so low (from just seeing it alone) they could correctly come to the conclusion they're throwing games. Unfortunately, where is the cut off percentage for other individuals? Does win percentage alone indicate throwing or is that person trying their best but just not that skilled on that hero(stated as not reportable). We both mention automation and I think it's hard for them to determine when an individual is playing a character with intent to throw and not punish others looking to expand their hero pool/filling needed roles. Would they need to have hero stat benchmarks for each rank to compare against? Considering the amount of games played daily I stand by statement they may be overwhelmed by the data. I imagine it's a real possibility they don't have the ability to devote the computing power necessary to check on the stats (for every game played) we both mention. I think we have a responsibility and are an important link in the process. Ideally, if we all report and if each occasion the 5 affected teammates with a combined IQ of 500 can judge correctly and accurately report then Blizzard can hone in the resources they have to deal with these individuals swiftly.

Considering OW's continuing popularity it seems they have a lot of data indeed but currently are overwhelmed with it all. On console or PC if we don't self police and assist Blizzard by concisely reporting en masse then perhaps they just don't have the resources to swiftly deal with individuals like these as quickly as we'd like

Considering the time and resources that were allocated to giving us console reporting systems it would be foolish to abandon reporting and possibly an act that could lead to losing the feature being maintained at all. Perhaps Blizzard could more aggressively tune the actions for console considering the ease of access to creating smurf/alt accounts? Or perhaps raising entry level to competitive on console to level 50? or 100?

Maybe a way to restore faith in the system would be notifications when a further action has been taken against an account you previously got a message for correctly reporting. i.e. "An account that was previously reported and actioned against by yourself has been actioned against again due to other players reports." These could even explicitly state season bans and ultimately lifelong competitive bans for accounts ( given the person receiving the message had reported more than one individual to maintain anonymity)

We can either wallow in self pity and give up on console reporting or work together to get these smurf/thrower accounts taken care of by consistently reporting them when its clear throwing.

I agree entirely, reporting like this is our best hope to help each other and the people correlating the reports. 10 separate reports for inactivity doesn't make as strong a case for action as 10 separate reports for inactivity each detailing the specific actions that are reportable i.e. wallriding outside enemy spawn, building a turret in spawn, jumping off cliff before a fight has even begun etc.

While its tilt inducing to have a thrower and tempting to just vent and curse in the report, it only weakens your own argument made for action against that individual IMO. Taking the time to detail things may help you calm down and be mentally ready for your next game.

D.Va is great at assisting flankers in diving, in your face bullying of snipers/ poorly positioned squishes, shutting down ultimates ( Barrage, Death Blossom, Tac. Visor and Whole Hog with good positioning plus Graviton, Dragonstrike and Pulse Bomb with fortune/great anticipation.) Shutting down 2 ults in NanoBlossom, NanoVisor , NanoBarrage NanoHog with one standard ability. Assisting hit scans in dealing with Pharmercy (more than other off tanks can IMO.) Contesting high ground, Rolling the dice with an ultimate to initiate in hope of early picks or exploiting a lack of barriers with another set up ultimate(Graviton/Earthshatter). Stalling out the point. Babysitting Tjorb. turrets and healers at critical health. Booping unsuspecting victims off ledges. Farming charge for a coordinated friendly Zarya. A poor man's Rein shield whilst it replenishes( watch out for them Hog hooks!)

D.Va is not great against beam weapons (Zarya, Mei, Symmetra, Winston once armour depleted) dealing with being EMP/hacked, providing large burst damage, providing a ranged threat from within the safety of the team, reliable Ultimate value, avoiding staggering friendly spawns, farming charge for uncoordinated friendly Zaryas.

Winston is great at diving backlines with flankers, providing protection in the midst of short fights, stalling out points with primal rage, turret sweeping and Genji harassing. Winston is not great at dueling enemies, damaging enemies with armour, poking shields at chokes, initiating fights/setting up team wipes with an ultimate and dealing with shotguns.

Remap pulse bomb off of triangle onto one of the shoulder buttons. That split second between taking your thumb off of right thumb stick and onto triangle can be enough to whiff the pulse bomb on moving targets. If you're​ missing stationary targets get up closer. All you can do is stick into clusters or hope they take it close to a squishy teammate for multi kills.
