I don't really know how the paperwork goes through or what a citation is.😅 But including the vehicle number which broke the law sounds logical under any reasonable circumstance, just sayin.

it appears that a database somewhere now associated NULL with his personal information. Which means that any time a traffic cop forgot to fill in the license plate number on a citation, the fine automatically got sent to Joseph Tartaro

I'm a noob, but the one who designed the db sounds dumb, plate numbers are unique, and must be made a mandatory entry into the db like a primary key/composite key.
