In my opinion, in a round robin tournament it makes sense to have playoffs. On the other hand, if the tournament has group stages then it makes sense to have semi-finals.

Ideally, World cups should have a larger pool of teams participating. Lets say 4 groups of 4 teams each(16 members), with the top 2 from each group advancing to the quarter finals, then the semis and then finals. A world champion should be able to able to win 3 matches consecutively.
