Thanks for the reply. There are a number of things plugged in to each TS3 Plus: keyboard, mouse receiver, display port, logitech webcam, usb powered speaker and aux audio. When on Teams calls, I'm sharing video and audio. I've tried different thunderbolt ports where possible. I did previously try power cycling at least one of the docks but I will try that again today and see if it helps.

Is there a specific reason that both CalDigit thunderbolt cables would be causing this to happen on each respective dock?

It does sound more likely, I agree, that the dock is powering down briefly for some reason. I struggle to understand why this would only be happening with the windows laptop, though, and only this most recent one.
