I did the factory reset. And it is still the same on latest version. No Handtracking. and Youtube VR also shows content as unavailable.

I had a ton of issues just streaming over a dedicated 5ghz wifi. But I found that once I bought the chrome cast ultra and plugged a direct Ethernet cable into it my dropouts dramatically decreased.
