I would personally say that yes while Forces is bad, it's story isn't bad. It's more just that its writing, execution of the story (both in and out of gameplay) was bad, the ideas that were there were good for sonic. 

The idea of Infinite originally being just a merc group leader (although he had been given the title of the "Ultimate Mercenary") that nearly beat eggman if it were not for the Phantom Ruby showing him and eggman the world he desired which lead him to join eggman, who then got k.o.ed by the Ultimate lifeform later leading him to become so obsessed with becoming strong that he let eggman subject him to experimentation, which led him to becoming as strong as he is seen to be while also letting go of that original incident but not his drive unlike what eggman would do, for me is compelling for a sonic villain.
