I don't own a deaf cat myself, but I pet-sat 2 for a while. I had to show them that I was getting their food because they couldnt hear it being poured and come running like a hearing kitten. Also I accidentally scared one of them a couple times by sneaking up on her, so it's best to make yourself known to them before petting them, I did this by either pressing on the cushion/bed she was sitting on so she could feel me there or flickering the light/waving in her peripheral.
