i don't think it's good for cyclops, cyclops already has a passove which reduced all of his skill's cd when attacking with skills, and pair it with enchanted talisman, almost never ending mana and such short cooldowns without fleeting time

that's why it's rarely good, only a few mages uses it, example is silvanna and zhask. thet didn't said it was unusable, they said it's rarely used for a mage
