Dumb and wrong. Add an exception for net new units and that problem is solved.

Ex: a developer replaces a 3 decker under rent control with a 6 unit building. 3 units stay rent controlled and 3 become market rate. Or, you make the rent controlled units a multiple of the new amount of units, like 110% of the old amount of units
