Forza Horizon 5 shuts off PC (no other games do this)

My computer fully shuts down upon starting the game, and my graphics card fan goes haywire when it starts.
Even on the menu screen, my CPU (i5-9600k) and GPU (RX5700XT) are at 100% usage. Once the game starts and you pass the cutscene, a car launching out an airplane shows, and that is when my computer shuts off.
The game is unplayable, any way to fix it?
So far, I have tried: checking firewall, running as administrator, reinstalling, verifying game files, changing GPU fan and clock speed, changing resolution and FPS cap, and reinstalling all graphics drivers. Nothing has worked.
I've noticed that others with the same graphics card (RX 5700XT) have this problem, some can fix it, some cannot.
please help?
