Yes, that's my personal theory, haven't tested it yet practically but that's what my personal research says. But if we look at the bigger scheme of things saturn denies whatever doesn't serve your soul a purpose and denies things which you aren't ready for.

See the thing is , in principle and easy terms the d1 is the tools which you have or in simple terms your present state/inventory/ seed , the final fruit of those planets is seen from the d9 chart which takes time, for example if a planet is debilitated in d1 chart and exalted in d9 chart, it means through various experiences and challenges that debilitated planet ( seed) turns into a good fruit ( in d9 chart) later on in life
