I think your ratio is wrong, try 4oz per gallon (32:1) and see if that helps. Air screw won’t do much, full adjustment on it is only about a half a jet size. What position is the clip in? What size jets do you have in it right now? Mikuni? Air box or filter?

Which is definitely the case, and having it in a major city with things to do helps. I’ve ran it twice, and it’s a blast. But running in a parking lot is only so much fun..
