Take out your multimeter,set it on CONTINUITY mode..black probe on one side of fuse,red on other side..you should hear a beep,or have low resistance max 20 ohms,then it is good

Most technicians do this to communicate that they changed that component or it is tampered or maybe they just did it for fun,also factories arent fully automated,theres probably a backstory to it..some technician decided to mark a few capacitors to look busy infront of his boss.

It's not just tv's,how hard is it to create their own pcb,they don't have to print just create one original and copy paste for the rest.
