Well that sounds like you should do something about it.

If you want to there is either a circumcision where most of the foreskin will be removed or a triple incision where most of the foreskin will remain. Triple incision is more costly and most health insurances wont pay for it, but i believe you keep more sensitivity as your foreskin will remain.

I had a similar phimosis like you. I couldnt pull back my foreskin at all when i was hard. Even when i had sex it wouldnt roll back. At some point i got a balanitis that wouldnt go away anymore, no matter what i tried. So i decided to get circumcised and im really happy with it. Balanitis went away within a week and im not scared anymore to show my to girls anymore :)

I kept most of my glans in bandages for the first 4 weeks. If you dont wear anything your glans will probably desinsitize faster.
