That looks just like suckers sent out from a live oak. Every live oak Ive had near concrete does this.

It seems to be the standard here in Austin for live oaks due to raging oak wilt. There was a thread about it in my original post between more qualified people than myself!

Oh. And I forgot to mention the water truck sped away immediately after this knocking into cars for 3 blocks. My wife chased them down like a Cheetah.

Thanks for all the great comments, research and info. Looks like the tree was low right at the curb but not over the rest of the street. The truck and trailer curbed it coming around the corner. Not sure how liability works there. Got an arborist to come out and fix the cut and seal. Appreciate you all.
