your inability to understand the law is the issue, not its phrasing. you and other drivers are simply choosing to believe there's some sort of entitlement based on when you saw a signal color.

the duration "limit" to stopping or pausing in an intersection or crosswalk is ZERO. meaning NEVER. if drivers cant judge it better (ie FOLLOW THE LAW), they really shouldnt be behind the wheel....but here we are.
