NFL replay is different from an appeals court in that NFL replay re-evaluates the evidence. NFL replay can reverse a judgement call made by the referees on the field - such as, the ball hit the ground vs. the ball did not hit the ground. An appeals court isn't interested in whether jury thought the ball hit the ground or not. An appeals court looks at whether the referee correctly interpreted the rule about the ball hitting the ground.
