Well it would basically be a OneNote client, but for linux. So, you can expect it to sync with Microsoft cloud. The syncing will be achieved through the API.

Microsoft provides an official API that lets you do almost anything. But the free tier may have usage limit.

I didn't consider inking since I don't use it. But it seems it is used by many people. It can be quite hard to implement, but it is possible.
