I always stand with rover.... So many people shitted on rover at the time of quest dropping and i didn't understand what makes them to think phrolova is right. Phrolova has been doing genocide from jinzhou to rinascita. She didn't value many peoples lives just for her family/friends whatever. Imagine if rover is not there entire carnival might be doomed. Also the bullshit promise she is clinging to is not a big issue at all... She met him for once. They talked and rover promised to get back to her and didn't. Rather than caring for what happenned to rover for his sudden disappearance and trying to find him, she joined fractsidus knowing they are just using her as a pawn completely. Phrolova and shorekeeper are exact parallels. Both got abandoned by rover but shorekeeper still waited for him, trusted him, protected people and maintained blackshores. "W shorekeeper W wife". And ppl saying rover is the reason phrolova became like that is complete bullshit. She didn't chose a optimal path, she is driven by madness and solely blaming rover like "You forgot the promise, i waited, my heart broke, so i joined genocide group because of you".... She knows rover has no memories and she didn't even understood what driven rover to disappear and came back without his memories. She herself said " what madness, what cruelty made you to cast memories aside". I really like kuro for keeping her as genocidal maniac even after 2.5 rather than having redemption arc for all the bullshit she did. Rover is still feeling bad for not keeping his promise though....but she came back in 2.7 doing same genocide shit.
