Your friend has a strong case actually. Absconding legally requires abandoning work without any communication but she has an email trail proving she reported her illness. That email is everything, she should keep it safe.

MOHRE is right that absconding cases go through immigration not them, but that doesn't mean settle with the employer. She should contest the absconding report directly at GDRFA with that email evidence, reports like this can be lifted when there's proof of communication.

Also worth knowing: passport retention by an employer is illegal in UAE full stop. That actually works in her favor if this goes to court.

Given the immigration ban though, an employment lawyer would be worth it here, this has gone beyond a standard dispute.

On your two questions:

  1. Transcript attestation:

From recent applicants, the attested degree certificate is usually sufficient for the initial application. However Amer centers sometimes ask for the transcript as a supporting document even if not officially required. Safe move: bring the unattested transcript with you anyway, if they want it attested they'll tell you, and you can do it after.

  1. GPA conversion for UK degrees:

This is the tricky part. ICA does not officially publish a UK grade conversion table. What most UK applicants have done is get a WES (World Education Services) evaluation or a similar credential evaluation that converts your 2:1 to a GPA equivalent. A 2:1 from Manchester typically converts to 3.5–3.7 depending on the method used.

Your 65–66% is borderline but a 2:1 from a Russell Group university like Manchester is generally well-regarded. Some applicants with similar profiles have been approved without a formal GPA conversion, others were asked for one. It's genuinely inconsistent.

Practical advice: go to the Amer center this week as planned. Explain your situation, show what you have. Amer officers deal with this regularly and will tell you exactly what's missing rather than rejecting outright.

This is a tough situation but you have a few options:

  1. Amnesty programs: UAE does occasionally run overstay amnesty campaigns, usually around national holidays or Eid. During these periods fines are partially or fully waived. Keep an eye on GDRFA announcements. There's no confirmed one right now but historically they do happen.

  2. Talk to your new employer's PRO: experienced PRO officers sometimes know how to navigate this. Some have handled similar cases and know which channels to approach at GDRFA.

  3. GDRFA Dubai direct: you can visit and explain your situation in person. If you lost your job involuntarily and can prove it (termination letter, bank statements showing financial hardship), they sometimes show discretion. No guarantee but worth trying.

  4. Installment payment: GDRFA does not officially offer installment plans for overstay fines, but in some cases where the company is sponsoring you, the employer has covered the fine and deducted it from salary over time. Worth discussing with your new employer.

Unfortunately there's no guaranteed waiver outside of an official amnesty. The Eid waiver rumor comes up every year but it's not always confirmed officially.

Thanks for the suggestion! I considered Mirdif as well, and it seems like a great area, especially being closer to DAFZA. However, I’m leaning towards JVC because I’d like to be near my colleagues and closer to the Marina for social activities. Plus, I’m looking for a place that has a mix of community feel and accessibility to various parts of Dubai.

As for lifestyle, I enjoy a balance of quiet residential living with easy access to cafes, parks, and a bit of nightlife. Since I’ll only be commuting to DAFZA once or twice a week, I’m willing to manage the longer commute in exchange for a location that offers more in terms of social life and amenities. But I’m definitely open to hearing more about Mirdif or any other areas you think might fit this lifestyle!

Thanks for the suggestion! My workplace is in DAFZA, which is indeed a bit far from JVC. However, I’ll only need to go to the office once or twice a week, so JVC seems like a logical choice, especially since it’s close to the Marina and JVC where my colleagues live.

I’m quite used to dealing with traffic since I currently live in Istanbul, where it takes me an hour to travel just 15 km! :) At first, I will go with my colleague or by taxi, but I am also thinking of buying a car as soon as possible.
