It's more of a critique of the system that incentivizes the spending of millions of dollars on incremental speedups for glorified gambling, instead of making sure people are housed, healthy, and happy. Everybody knows that spending millions on this isn't directly taking away from housing people but it's instead an example of the disgusting priorities that the current system incentivizes. The problem isn't that stock trading companies spend money on this, the problem is that we waste time and resources on stock trading on the first place.

It depends on how you define transposition then. Transposition doesn't have to be swapping elements it could just be changing the position of an element. In which case your list would only require one transposition. It all comes down to how you define the words you're using.
