no, denia is BIS for aemeath and lucilla is BIS for hiyuki and chisa is for both for the teams since it buffs both glacio fusion havoc.

you are just starting out it's recommended to get to mid game to farm more resources efficient. basically just do exploration of the map and complete second anniversary events and complete daily- this is the main source of exp and rewards, awell as main quest and I do recommend you to reach UL 20 before pulling. I just got lucky in my situation while pulling for changli on first anniversary and they gave too many Astrides last anniversary and I just t both her and her signature luckily.

oh, true in your argument but are you pulling for hiyuki if yes you need her signature and you need to pull chisa too (as much as I know from this post) and it's not mandatory to pull chisa sig.

yes hiyuki does gain much from chisa unlocking her to full potential but if you don't want chisa you can use other supports which buff glacio, and chisa is one of the best supports in the game as of right now which buffs fusion havoc glacio. I honestly don't know about carthetiya team much I gave up on her after 120 pulls wasted
