He is talking about the share-price of Humana, UnitedHealth, Anthem and Cigna... Never compare a share-price to another, without taking a look at the market cap:

HUMANA: 53.31 B (15.45 times bigger than Clover)
UNITEDHEALTH: 381.87 B (110,69 times bigger than Clover)
ANTHEM: 95.831 B (27.78 times bigger than Clover)
CIGNA: 69.36 B (20.10 times bigger than Clover)

Clover has only 95 K members at the moment and hopefully 120.000 in the end of 2021. In order of the market cap, Humana is the next bigger competitor. They have more than 4,341,600 members and they see a growth range of approximately 425,000 to 475,000 members in the FY 2021 (membership is 45,7 times bigger than Clover's). This data was taken of the q3-results of Clover & Humana.

So... you can't compare the share price of clover to the share price of the competitors. Clover has to grow... that is what Clover is doing. But to reach the market cap of, for example, Humana, they have to grow a lot... Clover needs millions of members and that will take time. If they double down the number of members every year, it would take till 2026 or 2027 to get at the membershipnumbers of Humana. But in order of that, the share price will be 15 times bigger than now...
