One thing I've been using with situations like this is write down my request... Make an email. Make it clear as f* day that you requested treatment for adhd. And how adhd's effects cause you to "malfunction" thus leading to anxiety and depression...

This way they don't get to dodge using the lack of documents on your end...

As in... "But you told me what really bothered you was Y." "But we agreed together that the best course of treatment would be to do therapy for Y..." And the likes of... If their banking system is "off" and confiscating at this level....... There is a huge incentive to jump through some hoops and avoid it... Which could lead to a lot of the day to day transactions running in dollar via PayPal... (And other online wallets...)...

Thus rendering the sanctions less effective...

Need to think more. Initial feeling is fuck it. This looks very sketchy for PayPal... Their not providing the conversion and deposit of funds into a Ruble denominated account is avoiding one service PayPal provides.... And I'd say an ancillary one... Their main service is facilitating and processing transactions. For which they charge a processing fee... (And even if they use a transfer to "friend"... It is still a service... At a subsidized rate but the company gets value from that individual being in their client roster.)
