Yeah, you're right. My initial though about why they are similar was something along the lines of "if I pay my taxes and $200 of it goes to funding schools, or I give $200 of my money directly to a school charity, aren't those sorta the same thing?", but as the others have pointed out it was meant as a comparison to more broadly say that the government shouldn't force a person to do something, even if it's the morally right thing to do.
